Gaining one of those contracts is like tapping into a bank just for doing those things you are already doing. And you have probably dropped the idea when you began to see just what was involved in doing business with the government. \par \par I don't blame you - it can be overwhelming, especially when you have never been down that road before. Well, that's where I come in. Help has arrived. Wonder no more. I am going to show you step by step using the governments' own processes that are regulated by law to get your business into the government contracting arena. You will be so glad you began. And better yet, I will be at your disposal 24 hours a day to discuss any challenges you may encounter.\par \par I understand better than most what you have been facing and why you've avoided this business arena altogether. You see, I am a retired Federal Government Contract Officer. I had always wished that I could have received more bids from the smaller family owned companies and not always from the conglomorites that seem to have the markets cornered.\par \par You see, the big companies really don't have anything over the small self owned companies, except perhaps for staff. Staff to concentrate on how to get those lucrative government contracts and jobs for supplies and services. Everything from soup to nuts, missles to paperclips, toliet paper to plumbers. There isn't anything that you can think of that the government has not contracted and paid someone to build, do, create or recreate. And that someone could have been and now can be YOU.\par \par There are legislative regulations in place that create a business environment that literally levels the "playing" or "bidding" field between all businesses of all kinds. In fact, if ACME company makes paperclips and is a multi-billion dollar company, and Joe Schmoe is just a small company with a much smaller cash flow, when the military bids for paperclips there is a LAW THAT REQUIRES THE GOVERNMENT TO CHOOSE THE LITTLE COMPANIES PRODUCTS OVER THE LARGE COMPANY! \par \par The interesting thing about this law is that even the government powers that be don't always know their own regulations, and don't read their own data, and sometimes don't select the company for the contract in accordance with the laws and regulations that are in place! And sometimes you must even "encourage" the contracting officer to review the contract to be sure the proper contractor is awarded the contract. You see, this is another example of GIGO. Garbage in garbage out. If the awarding authority doesn't know what they are doing, and contracting is such a specialized field that everyone depends on the judgement of the contracting officer, then no one ever challenges the contracting officers decision. But if you know the rules, regulations, and legislative authority over contracting issues, like I do, then you can initiate a little something called a CONGRESSIONAL INVESTIGATION. Sounds ominous doesn't it? Well, it is. \par \par In fact, it is the one thing that can single handly stop a contract in its tracks and absolutely nothing more can be done with that contract until the investigation is resolved, and as we all know how the government works - there is no telling how long that might be.\par \par So the scenario could go like this - Joe Schmoe makes toliet paper, and ACME Paper makes toliet paper. The contracting officer awards the contract to ACME because they can offer the paper at a slightly lower price. The law says that the bids must be adjusted by the contracting officer using a particular formula thereby bringing all bids onto an equal level and thus preventing price from being the only factor in the decision. However, the contracting officer is unaware of this law or "egad" decides to overlook it because she's in a hurry or just lazy, or just doesn't understand the formula, and she awards the contract to the low bidder - ACME Paper. Working together - Joe Schmoe and I go through the proper channels to initiate a CONGRESSIONAL INVESTIGATION. ACME Paper - believing that they will soon have the first of many lucrative payments coming to them for this deal spend lots of money to prepare for production. \par \par Within 24 hours of our submitting the investigation request the contracting officer is required by law to shut down all activity on the contract. Of course, since nothing happens simultaenously you can only imagine the financial commitments that ACME Paper have to leave hanging while we get this all ironed out. And of course this matter becomes a priority for the already overworked burned out contracting officer. And the contracting officers phone is ringing off the hook with angry people who need their toilet paper, and an angry contractor that has bills that he can't pay because he isn't going to get the money as quickly as he had thought, and the local congreesperson who has to get back to Joe Schmoe "Constituent" is breathing down the contracting officers neck because he doesn't want this to effect his re-election. Oh the misery that ensues.\par \par And of course, assuming that the only issue involved is the difference in price - eventually - Joe Schmoe will get the contract, ACME owes someone for whatever work they may have began on the contract, and the contracting officer learns a valuable lesson about doing business to the letter of contracting law! In the real world however, the contracting officers count on the ignorance and lacking resources of the small business owner, and they also count on the fact that 99.9% of people - including contract officers - don't know anything about these rules and procedures.\par \par This is just a small sampling of the plethora of issues and details in the wonderful world of government contracting.
